"To live and struggle in the fascist state"

Resolution of XXIV Congress of ADA on the present situation

From May 2009 Association of Anarchist Movements regards the formed order in Russia as a fascist state. This totalitarian system of authority is characterized by:

* considerable intensification of the role of state in all spheres of social life;

* concentration of all real power in hands of exclusive and close group of persons;

* functioning of the system of authority outside its own legal framework. Although the constitution was not formally revoked, and its action was not officially halted, freedom of press, speech and assembly in the state are practically abolished, legislative, executive and judicial branches of power are concentrated on execution of country boss orders;

* actual abolition of elections as the mechanism of the legitimation of power;

* corporate organization of society and state through fascist labor unions and entrepreneur associations controlled by government, and also through ruling party "United Russia";

* terror against political opponents, carried out by hand of special services, created from above storm organizations ("Young Guard", "Ours"), marginal nazi squads;

* in economics - hyper-monopolization by state sector combined with elements of "private" capital - in fact also controlled by authority;

* state social demagogy, which proclaims fascist state "social" - and supported by populist "national programs";

* militarization of society, chauvinistic rhetorics;

* in foreign politics - orientation for expansion and restoration of the status of superpower;

* conformist xenophobia - the basis of morality advocated in society.

Over the last 09/10 political year - the year of overcoming of the Global Recession - we saw all those rotten symptoms in their ominous development. The sole thing, which differentiates the "chain of command" from its historical predecessors is an absence of "great ideology" mobilizing the masses, like were "Lebensraum" in Hitlerite Germany, "restoration of the Roman Empire" in Mussolini's Italy or "building of Communism" in Stalinist USSR. But even without this all it is absolutely clear, what brings the Putin-Medvedev dictatorship to peoples of Russia:

* under the mask of "care of the standard of living" - robbery and state raid;

* under the flag of "struggle against terror" - complete deprivation of rights from tyranny of any minor official or "brass";

* under the vigorous statements of "national interests" - preparation for the new wars of aggression on the Caucasus, in Eastern Europe and Central Asia.

A fascist state is non-viable without the implicit support of the majority. But deceived by a tale of "security", imposed by a "strong hand", the vast majority got a society, where anyone can be deprived of possessions, freedom and life,
got a state, the development intrigue of which is whether it is going to start a great war, or unleash the great terror, or be swept away by people at least from a sense of self-preservation.

To a fascist state are splendidly applicable the words that it is strong by the weakness of its enemies. The economic crisis has shaken the implied social contract. Political terror increased, exploitation of workers rised. Examples of Pikalevo, Mezhdurechensk, Primorye exhibit more fear that authorities feel than the strengthening of mass protest. Today the organization and self-organization of an effective struggle against the fascist dictatorship in Russia is hampered by two important factors:

1) The only region, where authorities, despite brutal terror and massacres, are unable to establish control, remains North Caucasus. Although intelligence agencies
occasionally manage to eliminate separate units of the Resistance, killing its members and leaders, the number of insurgents does not reduce, and their operations severely damage the Russian occupation machine. Ultimately, the imperialist policy of the Russian Federation on North Caucasus is doomed to fail, which we can only welcome, with all ethically acceptable and technically possible methods contributing to its approach. However, we admit that the resistance movement of North Caucasian peoples is now in the ideological, political and even geographic isolation from the opponents of fascism of Russia. The leaders of this movement proclaim goals unacceptable to the majority of Russian citizens, organize or approve terror against the civilian population, allow the promotion of religious and national intolerance. All of this is successfully used by state propaganda to demonize national liberation struggle of the peoples of the North Caucasus, force the chauvinist hysteria and justify the omnipotence of the secret services.

2) Liberation movement within Russia is extremely fragmented and disorganized. Constantly emerging grassroots initiatives often do not maintain any contact with each other and with the political forces opposing the regime. Using this situation, authorities can continue destroying their conscious opponents, simultaneously channelling and terminating popular discontent by fraud and bribery. However, the situation, when grassroots protests are not yet headed by statist opposition, gives a historical chance to anarchists.

But how did those, who defined their views primarily as anarchist or near-anarchist, react to the introduction of the fascist dictatorship in Russia? Surprisingly, for many participants in this movement occurred change had no effect on their strategy and tactics. This movement is generally more involved in shaping and complication its own subculture and waste its small forces on different humanitarian, cultural and simply senseless projects.

What we should do? First of all continue the anarchist struggle! Events in Kyrgyzstan vividly showed how fragile may be the seemingly unshakeable monolith of power. Hastily conducted legislative strengthening of intelligence indicates that the government is also aware of this. The same events in Kyrgyzstan are also clearly gave to understand what can do those on the top to preserve their privileges. Therefore, not to become during the coming upheavals sole and helpless owners of the only correct but useless social theory, or, at the opposite developments, not to become one on one with all power of the state's repressive machinery, it is vital to create a common tactical front with all valid opponents of fascism and dictatorship. It is necessary to constantly develop and strengthen the anarchist advocacy at all levels of society. It is necessary to invent and use all available means of anarchist actions. From the sanctuary of marginals, philosophers and historians anarchism can and must become the theory and practice, changing the world.

On the war in the Caucasus

The second Russian-Caucasian war, which began on 11 December, 1994 by entering of RF armed forces in Chechnya, lead to the murder of more than 250 thousands of people and is one of the most bloody war, continuing at the present in the world. Most of the murdered by Russian military forces are innocent civilians of Chechnya, which makes possible to define policies of the RF authorities on the North Caucasus as genocide.

Terrorist actions of RF authorities on the North Caucasus is a manifestation of imperial and great-power colonial policy, which must be ended.

State authority of RF; all its president, all heads and employees of presidential administrations, RF governments, members of Security Council of RF from 1994 to present; all leaders of military and economic departments of RF; every employee of RF MVD and Russian secret services; all members of political structures, involved in voting for Constitution of 1993, according to which nations without their consent were declared belong to RF as state; all, who voted the war budget and supported militarist, terrorist and "anti-extremist" legislation; all, involved in Black-Hundred and imperial propaganda, expanded to support this war; all direct executors and active accomplices of this policy - must fully feel the burden of personal responsibility for mass murders.

Moral part of this responsibility lies also on all population of nowadays Russia able to function, responsibility for disgraceful passiveness and forced collaborationism.

Based on that cease-fire can not be achieved under preservation of Russia in its current form, as a fascist state - we state for defeat of RF in this war and express willingness to contribute to this defeat with all ethically acceptable from an anarchist point of view and technically possible for us means. ADA states for right of peoples of the North Caucasus, like other territories occupied by RF authorities, for self-determination and independence from Kremlin dictatorship.

Unacceptable for participants of Association and the anarchist movement recognized:

* whatever voluntary support of colonial war and occupational imperial regime;

* reproduction of the fascist propaganda wordings regarding Resistance participants ("bandits", "mercenaries", "Wahhabis" and such);

* equalization of appraisal of the Resistance participants and employees of terrorist-punitive forces of RF and any claim for "equidistant" position to opposing sides.

However, as anarchists, we do not and can not recognize some means, which are used by a part of fighters of North Caucasus Resistance. No goal can justify acts of terror, directed at innocent civilians, - taking hostages and all the more so murders, victims of which become random people, and also any manifestations of inter-ethnic xenophobia or aggression, motivated by religious convictions. Thus, our support of North Caucasus Resistance is not unconditional, and our criticism of its mistakes comes from necessity to counteract against ethically unacceptable occurrences, which damage the Resistance.

As anarchists, we cannot support any statist separatism, regardless of whether it is Chechen Republic of Ichkeria or Caucasus Emirate or any other "secular" or theocratic model of territory-state authority. We do not consider acceptable for ourselves neither statist goals, nor reproduction of statist slogans. Support of the Resistance and participation in it means for us a struggle for liberty from authority, for annihilation of state and administrative borders, for <i>people self-management</i> - in forms, meeting the will and desire of people, which have the right to live - independently of their national or religious alignment. Having their own traditions of stateless self-management, peoples of Caucasus can fully manage without subjection to central power even further.

At the same time, based on having a common, main, enemy represented by RF state power, we admit the desirability and inevitability of collaboration and practical mutual aid with every opponents of imperial colonial domination, fascism, racism and nazism, with human rights activists, with supporters and direct participants of the Resistance - with all that they may not share our anarchist views and base on other notions. Having between us serious, sometimes unavoidable and based on principle, disagreements, must not give any chance our main enemy. It does not mean impossibility of mutual aid between people of different convictions either. Our task is not proclamation of infeasible goals and not imposition of our notions to others, but practical, effective participation in the struggle for liberation from power.

On occupation of Iraq and methods of struggle against it

USA and their satellites assaulted Iraq in explicit contradiction with the standards of the so-called "international law", declared by UNO. Undoubtedly, Saddam Hussein's regime, which repeatedly suppressed people rebellions, deserved destruction. But only people of Iraq had the right to make the decision to overthrow the regime. The inadmissibility of usurpation of this right by state interventionists is obvious.

Hypocritical protests of the leaders of France, Germany, Russian Federation and other states were aroused not by violation of "human rights", but their own geopolitical interests. Previously France and Germany sanctioned the aggression of NATO in Yugoslavia, and RF with complete contradiction with UNO resolutions on decolonization wages war in Chechnya. Chauvinistic hysteria forced by RF authorities war aroused also by fear for its future, - because there are really more reasons for US troops to intervene Russia, then Iraq. The RF ruling regime, feeling its relative to the USA military and economic weakness, plays on anti-American attitudes mainly within the country. RF foreign policy is twofaced - attempts to split NATO are combined with assurance in unity on "anti-terrorist coalition" and the delivery of Russian oil for armies of aggressor states.

Double standard lies typical not only for RF - it is a basic principle of "international law" for any state and is laid in the foundation of UNO. "United Nations" were created during the war and are formed in an hierarchical principle, dividing countries by privileged and "inferior". UNO was never effective instrument of deterrence of aggression of "great powers" and regimes, being under their patronage. In tens of wars of second half of 20th century, which annihilated millions of people, Security Council somehow or another assisted aggression and "fist law", which triumphed before origin of UNO, as after.

There is nothing new in the intervention of murderer's coalition in Iraq - same wars were launched by the same United States, Britain, keiser and hitlerist Germany, bonapartist and republican France, tsarist Russia and the Soviet Union. While states exist, war between them are inevitable.

We call for propaganda for activities of self-management people initiatives in Iraq and spread information about them.

State militarism can be destroyed only with the annihilation of states. For this the following anti-imperial action is necessary:

* international, free from inter-ethnic xenophobia and chauvinism;

* revolutionary, oriented not on forming of interstate and overstate "peacemaker" mechanisms, but on elimination of states and creation of stateless self-management of peoples;

* national-liberation, which admits the justice and necessity of armed liberation of nations against states-interventionists;

* mass, because the power of state apparatus can be broken not by manifestations of separate human rights groups, but only by direct action of millions of people, refusing to be tools in someone's hands.

Movement, which joins these components, will inevitably achieve victory.

Because of policy pursued by the state fascist tendencies in society continually intensify, being expressed in appearance of multitude of chauvinistic organizations, parties and gangs. Though all of them, one way or another, claim their "opposition" to the regime, in practice there exists stable connection between them and government institution and in fact the main fascist threat comes from the senior government leaders, who declare hypocritically the ideas of state patriotism. We consider that for more meaningful and therefore effective opposition to fascist menace it is necessary to give precise definition of fascism and notions closed up to it.

Nationalism is a world-view, which claims belonging to a certain nation to be main value. It professes exclusiveness of their nation and is usually built on a conscious disapproval of other cultures. Bringing people by a formal sign apart from their will, it often wrongly leads to the idea of collective responsibility and links to the mythical national interests. In some cases, it appears as a conscious hatred of other peoples, which is unacceptable for anarchists.

Racism is a world-view, which divides the human races to highest and lowest, superior and inferior, the race of masters, race of slaves, etc., and regards some races as unattributed to mankind. Establishing a hierarchy of races and promoting racial discrimination, racism is not acceptable for anarchists.

Chauvinism is an aggressive world-view, which link nationalist values with statism. It insists on special role of its nation, which gives it a mythical "right" to dominate the other nations and denies the rights of their members to human dignity. It orients at aggression and genocide. Common chauvinism finds its full expression in onslaught and murders on a national basis. Turning into government policy tool and replacingspeculative "national interests" by the interests of state, chauvinism leads to fascism.

Fascism is a chauvinistically statist ideology, a professing it political tendency and a political system as its goal. Fascism in its narrow sense includes invariable combination of national demagogy with social. Proclaims a priority of national unity, implies class collaboration under compulsory patronage of the national state. In its wider sense is a form of totalitarianism, based on a national idea. Strives for full extermination of all open manifestation of liberty, replacing it by state regulations. Is formed by strictly hierarchical principle.

ADA considers inadmissible for participants of anarchist movements to support racist, chauvinistic and fascist organizations anyhow.

In atmosphere, when strong advance of authoritarian police regime on the way to establish a fascist state entered new phase and after creation of protofascist organizations there occurs a wide introduction of national-chauvinist ideology of state patriotism in the mind of the society, ADA considers necessary for its participants to stir up the propaganda of internationalism in actions of resistance to racism and fascism.
